The University of Niš was founded in 1965 as a state Higher Education institution. At present, the University comprises 13 faculties. Each Faculty has a number of departments, research groups and study programmes that provides broad and diverse opportunities for education from undergraduate and postgraduate level to doctorate. Higher educations in social sciences are offered at the Departments of Sociology, Psychology and Pedagogy of the Faculty of Philosophy. It is here the University has professionals and capacity to develop new study programmes in Social Policy, Social Work and Social pedagogy at B.A. and M.A. level. As social policy making and delivery of social work and social pedagogy to vulnerable groups to a large extend are based upon the established research disciplines; Sociology, Psychology and Pedagogy, the University is considering to have sufficient competence to develop the suggested study programmes in a region in Serbia where these opportunities today is non-existing. University of Niš is the coordinator of the project including, set up the management and communication structure and provide support to partners in implementation of project activities. University of Nis will continually monitor progress of activities and quality of outcomes and undertake measures when problems or obstacles arise. It will also provide support to partner institutions regarding financial and administrative queries and troubleshooting. |

The University of Belgrade is a state university with 31 faculties and 10 research institutes. Its main activities in the fields of HE and scientific research are activities of public interest, and they are carried out in accordance with the legal regulations. The University has been directing a lot of activities towards reform of Higher Education in Serbia in accordance with principles of the Bologna process. It is the only University in Serbia that is providing the 4-year B.A., 1-year M.A. and 3-year Ph.D. programme in Social Policy and Social Work. On these programmes are produced social workers as the main executive players for the Serbian Social Welfare System. Also, other faculties are educating different professionals for the field e.g. Departments for Sociology, Psychology, Pedagogy at the Faculty of Philosophy. These departments are strongly inclined towards cooperation and exchange of experiences between Serbian universities and through international cooperation. As The University of Belgrade has the experience of study programmes in Social Policy making and Social work at all 3 cycles, the university team has knowledge about occupational opportunities for social policy makers and social workers. Therefore the University will be responsible for work package 1 containing e.g. baseline studies for future needs of students in the work force. This responsibility includes negotiating an agreement among Serbian partners about jointly defined and commonly adopted competences and learning outcomes for students in the field of social policy making and social service delivery. For curriculum development the University has a team of 2 Full Prof., 1 Associate Prof., 2 Ass. Prof. and 2 Ass. Teachers. The University will restructure existing curriculum at B.A., M.A. and Ph.D. level, and develop courses for professionals/civil servants in the field of Social Policy making and Social work. |

The University of Novi Sad was founded in 1960, and today comprises 14 faculties covering all major fields of study. Having invested considerable efforts in intensifying international cooperation and participating in the process of university reforms in Europe, the University of Novi Sad has come to be recognized as a reform-oriented university in the region and Europe. University of Novi Sad set up the Center for Career Development and Student Counseling in order to connect academic and business community as well as to improve the level of employability of its students. Its mission is to provide information related to employment and career development, to advise students on the choice of occupation and facilitate the process of acquisition of work experience and practical knowledge. University of Novi Sad team will be involved in curriculum development process for a new M.A. study programme for Sociologists in Social Welfare at the Department for Sociology. This programme is planned to be accredited and piloted during the implementation period, which will educate new professionals that will provide better social services' provision in Vojvodina region as well as in Serbia. The University will be included in the creation of the base line analysis, especially in research of needs for new programmes in Vojvodina, but also in working with qualification standards for curriculum development in social policy making and social services delivery and investigating to which degree jobs classification and educational profiles of students in Serbia are in accordance and consistent. For curriculum development the University has a team of 3 Full Prof., 1 assistant Prof. and 2 Assistant teachers. |

University College Zealand offers 9 B.A. programmes to 11.000 students and offers in-service training to several thousand professionals as well as international diplomas and degrees. The College conducts research and carries out development projects in cooperation with universities, municipalities, regions and the business community. The knowledge production focusses on improving, restructuring or renewing the knowledge base or practices of the professions – especially the three professions involved in the delivery of social services, whose professionals all receive their pre-service bachelor degrees (B.A. of Education, B.A. of Social Education, B.A. of Social Work). In the SHESPSS, UC Zealand will assist in developing curricula and base line studies in work packages 1 and 2. Due to UC Zealands position as an intermediate knowledge producing institution, the college can contribute to the SHESPSS by its unique orientation towards practice that runs through its research, the structure of its B.A. programmes and the day-to-day didactics in classes and courses. Thus UC Zealand can inspire to adopt new teaching methodologies and assist in by-passing negative effects of the theory-practice gap in order to tap the full effects of improved educational structures at the level of service delivery. To fulfill this role, UC Zealand has appointed three members of staff, who have extensive professional practice as integral parts of their academic- and teaching careers. |

The University of Catania is a leading research university that was founded in 1434, making it the oldest and primary university in Sicily. It has over 55,000 students and 3,000 staff members and maintains strong ties with major community service programmes in Italy and research institutes around Europe. The University of Catania contribution will provide sustainable human rights and political philosophy education. The University will mainly focus upon curriculum development at Ph.D. level at University of Belgrade, but also assist the the curriculum work at B.A. and M.A. level amongst the other universities. Moreover, the University of Catania will support the enhancement of curricula at undergraduate and postgraduate at level that meet EU standards and provides a sustainable platform for on-going curriculum development and reform. Finally the University will develop and establish human rights and legal society's networks (virtual and real) among the partner universities, developing multi-disciplinary courses and programmes. The University team of Catania is formed by 1 Full prof., 1 assistant prof. and 1 assistant teacher. |

The Institute of Education is part of University of London with the aim to pursue excellence in education through: research and scholarship of national and international significance; high quality, innovative postgraduate and post-experience teaching programmes grounded in its research and teaching expertise. The Institutes international work is highly developed, working with over 100 countries including research on EU commissioned projects such as "Network on evidence-based policy and practice in education and training". The Institute has developed an innovative award-bearing initial teacher education course, the International Postgraduate Certificate in Education (iPGCE). The Institute will have main focus on the M.A. study programmes to be developed in Serbia. The Institute is running 60 M.A. study programmes, and a Doctoral School for Ph.D. students by various routes. The Institute has a highly developed system of quality assurance for its academic and professionally accredited programmes, working with both peer review processes and external validation bodies. The Institute expertise will enable high quality study visits to better understand organisational, pedagogic and scrutiny processes when teaching in social policy, social work and social pedagogy, and direct training of staff in relation to research methods and theoretical perspectives at Ph.D. level. |

Republic Institute of Social Protection was established in 2005. The Institute is an independent body under the State for the purpose of qualifying social policy, developing national framework for quality standards, professional supervision of social workers. The Republic Institute for Social Protection is engage in work package 1, especially the part of providing knowledge-transfer of qualification standards, educational profiles and job classification. Also, The Institute will give guidance to the curriculum development at doctoral level (Ph.D.) in work package 2. The Institute will work on the investigation and determination of educational needs of employees in the social sector. Also, the Institute will contribute to the relevant educational policies of the University in accordance with the requirements of social work practice, social workers professional needs and other professionals engaged in the social service deliveries. |

The Center of Independent Living was founded in 1996. The purpose is advocacy of persons with various disabilities and promoting the philosophy of independent living of persons with disabilities, including the creation of conditions and frameworks for persons with disabilities to have as smooth as possible an everyday life. To sum up the objectives are: 1) Advocacy for creating basic civil and human rights of persons with disabilities, 2) Promoting social approach to disability in all the segments of social life, 3) Affirming abilities of persons with disabilities, the development of their potentials and personality, 4)Testing and promoting new services for the support of persons with disabilities dependent upon Personal Assistance Service, 5) Awareness raising on the need for creating the accessible environment, including housing and transportation, and 6) Working on the double discrimination reduction and promotion of the rights of women with disabilities. Center for Independent Living will be involved in the implementation of work package 1; especially the analysis and determination of educational needs of social workers and other providers' of social service deliveries, and work packages 2 giving guidance and feed back to curriculum development at B.A. and M.A. level at all 3 Serbian university partners. Also, the Center will contribute to the relevant educational policies at the university level in accordance with the requirements of social work practice in conjunction with the disable persons in need for social service. |

Social Protection Professionals Association of Serbia (SPPARS) has been established for advocacy of Social workers in Serbia, including the orientation of raising the knowledge, skills and approaches of the Association's members in order to develop their capacities. The Association covers various professions in social service delivery; social workers, psychologists, special educators, health care practitioners, lawyers and sociologists. By assessing the interest of the social workers, the Association is able to critically evaluate existing way of working and relate this critic to the educational system. Social Protection Professionals Association of Serbia (SPPARS) will be involved in the implementation of work package 1; especially analysis and determination of educational needs of social workers and other providers' of social service deliveries, and work packages 2 giving guidance and feed back to curriculum development at B.A. and M.A. level at all 3 Serbian university partners. |

Association of Centers for Social Work of Serbia (ACSW) is gathering the 157 municipal based Centers for Social Work in Serbia with about 2.000 employees, most of the dealing directly with social service delivery to persons in need of social care. The mission of the Association is to create an efficient system of social care which provides available and quality services for the large number of vulnerable social groups. The main aims are: 1) Informing about European standards of social care and possibilities for improving citizen's position, 2) making a network for information about good practices, services, educational programmes, etc., 3) Improvement of cooperation with the local self-government, ministries in charge and other institutions. Association of Centers for Social Work of Serbia (ACSW) will be involved in the implementation of work package 1; especially analysis and determination of educational needs of social workers and other providers' of social service deliveries, and work packages 2 giving guidance and feed back to curriculum development at B.A. and M.A. level at all 3 Serbian university partners. As a representative of possible employers of future students, the Association will be crucial in defining the needs of professionals in the field as well as potential pathways in the definition of curricula. The employees of the Centers can be potential users of developed courses for professionals at University of Nis and University of Belgrade. Finally, their active involvement in conferences, round tables, workshops, trainings and meetings organized during project implementation will bring practice side to the discussions in the partnership. |
